Ensuring Continued Accountability in Federal Hiring

This order sets rules for federal civilian hiring. In general, vacant federal civilian positions may not be filled and new positions may not be created unless the order, another exception in the order, or other applicable law allows it. Agencies must follow the Merit Hiring Plan, create Strategic Hi
