Prohibiting New Investment in and Certain Services to the Russian Federation in Response to Continued Russian Federation Aggression

This order prohibits three things: new investment in Russia by U.S. persons, the export or supply of certain services to people in Russia as later determined by the Treasury Secretary, and U.S. persons helping foreign persons carry out transactions that would be banned if done by a U.S. person or in
